Adrian Tokar was a Robert Bosch Junior Visiting Fellow in 2000, worked on his PhD Thesis and presented at the Junior Visiting Fellows Conference on the topic of state sovereignty and European integration; a topic that according to some can be related to the formation of the United States of America. Tokar argued that concerns regarding the partial loss of sovereignty of EU member states are genuine and reasonable. Even if all commitments arising out of EU membership are indeed voluntary, the decision-making mechanisms of the Union relativize this voluntariness
