Central Europe on the Way to Democracy

For many years, those of us who advocated a policy that might encourage the breakup of the Soviet Empire were told that this was too dangerous because the Soviet Union was too strong. Now, those of us who are advocating the same policy are told that we can't do it because the Soviet Union is too weak. It seems there is never a point at which we are permitted to pursue policies that might lead to the breakup of the Soviet Empire.
