Human capital has been emphasized as an essential and sometimes dominant factor in economic growth since the 1960s. The development of human capital depends on many factors including political ones. My research will concentrate on democratic institutions in Eastern Europe, which not only constitute an important factor in terms of economic development but also serve as the basis for civil society.
