Ukrainian Wartime Justice: Access, Risks, and Institutional Adaptation

Russia’s full-scale invasion of Ukraine in 2022 has profoundly disrupted the functioning of the Ukrainian justice system. Courts have been suspended, evacuated, or damaged; judges and legal professionals have faced occupation, displacement, and personal threats. Despite these challenges, the system continues to operate, adapting to risks and instability. This project documents how Ukraine’s justice system is transforming during wartime. It focuses on three core areas: access to justice under martial law; risks faced by judges, lawyers, and litigants; and institutional resilience, including innovations such as remote hearings and court relocations. Through systematic analysis, case documentation, and mapping institutional changes, the project will produce an analytical report, an article, and a visual map to capture the evolving justice landscape under martial law.
